President Patrick Hillery once said (or at least using words to this effect) that studying history is like climbing a mountain from which you can see both the past and some of the future. This is because history repeats itself and I think he was to a degree right, you can take a punt on the future shape of things from looking at the past and seeing where the trend is going.
One example of that could be the simple area of bombs and gunpowder. Imagine if we were historians in the 1930s and were trying to plot on a graph the increasing power of guns and gunpowder over the ages. We would go from the limited cannons of the 16th century to the giant naval guns of 1916 and we could see an explicit, definite, and accelerating, trend where human civilisation was getting access to greater and more powerful guns and explosives every year. Then if we were clever about it we could see that the trend was bound to hit, soon enough, the point where the explosive capacity was so great that it was unusable in warfare in the sense that you would get Mutually Assured Destruction. In otherwords we could predict a type of future politics based around nuclear agreements etc from the logic that we knew that mankind was soon going to get weaponry so powerful that they could destroy cities and countries in an instant, simply from looking at our above mentioned graph and projecting it forward a few years into the future.
So maybe it would interesting to speculate about some other areas in modern times and see is it possible to draw our graph off into the future, for which I will choose two fields and then combine the results:
1. Decoding the Brain
Its pretty obvious that the brain is the next biological organ that science will really crack in the next few years, in the same way that in the last few decades they exponentially advanced our knowledge of DNA and genetics. In short its obvious that the brain stores given memories in given locations and transmits information down certain pathways which, if decoded, could open a vista where a person's whole thought process could be laid bare to advanced computers. On that I will just quote from the book Orwellian Ireland, p.97:
So slowly but surely science is unravelling the secrets of the brain so either already, secretly, or at least soon enough, science will be able to use machines to read your thoughts, memories, and sensory data and even manipulate them. The graph is definitely pointing that way.
2. Increasing Accuracy of Satellite Surveillance
For a long time now satellites have been used to see very small objects from space, for example Margaret Newsham, who worked for Lockheed Martin on the Echelon system, stated that:
So as time goes on this satellite ability gets more and more accurate, able to count the hairs on your head at this stage no doubt. Also satellites have long since been used to peer through certain objects, for example using Synthetic Aperture Radar Satellites to piece together 3d images of areas by using radar to penetrate the surface, and many more such technologuies. Hence our graph, to follow this analogy, points to satellites having enormous capacity to monitor us with, in all probability, the capacity to now or in the near future be able to get detailed 3d images and MRI style maps of our brains.
Now if we marry these two trends together is it possible for governments to be able to influence selected peoples - they are known as TIs or 'Targetted Individuals' - brainwave patterns and hence their health and ability to sleep etc? Maybe also an ability to read some sensory data like what the Targetted Individual sees with their eyes?
Of course its crazy and science fictiony but if you think about it you will agree I think that it will come about soon enough if it isn't already here, if you follow the logic about projecting technology forward. The US government, for one, spends billions and billions on this type of technology and obviously they would like to read minds so maybe they can? At least in some limited sense? Anyway on this fascinating subject I will leave you with a documentary from the History Channel that makes it pretty clear that Western governments in the recent past, at least, were focused on harnessing this type of technology:

Some fine gentlemen took the "logical" conclusion that the cities of the world would be swimming in horsy do do because the graphs told them so.

There is also the theory that all repressive actors like the people below them to think they have awesome technology. Satellite images are limited at night when most interesting human activity occurs whether sexual or political unless they are using thermal imaging built into drones.
Cameras are still limited in built up areas where thermal imaging is concerned because of 'flare' from normal city lighting and out in the countryside you could move hundreds of people if not thousands by the simple expedient of issuing 'rainmacs' made of the same materiel that marathon survivors use to conserve body heat at the end of a race. They would give off a signature less than a fox or rabbit.
And of course satellites and thermal imaging sensors on drones are no use at all against an open movement of a population to remove a government.

As for reading brain activity from a distance or controlling a person that is complete nonsense at the moment as we are at the stage fore example with medical technology of being able to put a radioctive liquid into the bloodstream and then photographing that highlighted material as it moves through the system but it requires absolute stillness from the patient and a serious room with high power magnetic fields and so on ... it would be a bad idea to wear some metal jewellery and step into said room as you would be entirely likely to find your jewellery flying across the room and smashing into this delicate equipment quite possibly with one of your appendages attached to it.
Militarily China and the US at least are at the experimental stage with using laser power to destroy satellites, the problem there being the deterioration of laser power through earth's atmosphere whereas they'd work quite well in space but would require massive power over long distances.
The Chinese have managed to target and destroy an old satellite in space whereas I think the Americans have tried and missed. So all in all I'd say we are a way off yet from satellites zombifying human beings on the ground. If it were me I'd concentrate on hologram technology to place tanks where there are none...

But if you follow the logic of the OP you can see how they are working on this, and that the basic structure of the brain is known and that satellites are getting better at surveillance all the time, then, inevitably, they will crack it and these allegations will be true. And when they do get there, they are not going to tell you about it but rather they will use it for population control. As I say, its inevitable, and when we get there, if we are not there already, you are going to feel like a right mug dismissing all this as 'tin foil hat' stuff over the years!

To clarify: I am not saying that they have total control over humans right now, in the sense that they can beam something in and you will follow their commands to walk to such a place and open a door or whatever, its not like that at all I'm sure. (That kind of 'human robot' thing might be possible in the Manchurian Candidate area, using drugs, hypnosis and trauma etc etc, but thats a seperate thing from these satellite allegations.)
The thing to do is to read the eye witness accounts from the Targetted Individuals and see is it possible that the things they say are happening to them really are happening. So for example some are saying that they can hear voices in their head (and its often speculated that these voices are transmitted to discredit the victims, so they will be locked up in mental hospitals etc). So is that kind of thing possible? Well you look at the video from the History Channel and you can see there where they already have a chip that can be placed on the outside of the neck and it can read the data coming down from the brain to the vocal chords and can in turn 'listen' to your speech without you actually saying anything. (They read the brain data as its transmitted, so they can read what might be 'on the tip of your tongue' or what you are about to say even if you don't actually say it). Then the logic is if they can read that data transmission from the brain can they in turn reverse the process by hijacking the data flow from your ears to your brain and so giving you artificial voices. I don't see why not, especially if the TIs are afflicted by a combination of implants and satellite tracking, rather than satellites alone, which is what a lot of TIs are saying and they actually have pictures of these to prove it.
So a certain level of control and manipulation and reading capacity of the brain via satellites and implants seem very possible today, without going so far as to claim that anybody is now a human robot etc, I wouldn't go that far at all.
